0845 - 0945 International humanitarian system: origins & main principles   Discussions about the international humanitarian system Participants to understand  the core principles of humanitarian action, and the various types of humanitarian actors, and how they relate to each other
  • Brief introduction about the structure and rationale of the international humanitarian system; different types of humanitarian actors - NGOs/ UN/ charities – and how they relate to each other (approx 20 minutes)
  • Principles of Partnership; the ethics and values of humanitarian assistance
  • How NGOs from the region could benefit from coordination  mechanisms
  • Question and answer/Plenary discussion
Challenges to Delivering Humanitarian Assistance
0945 - 1100 Challenges to delivering humanitarian assistance Participants understand the challenges facing international community  – logistics/access/protection – to delivering fast and effective humanitarian relief
  • Brief outline of some  practical  challenges  from different emergencies, including Saada Operation (logistics, access, etc.)
  • Simulation Exercise and group work, using a generic case study
11:00-11:15 Coffee Break
1115-1215 Humanitarian Reporting in an emergency context Participants can understand the importance of humanitarian reporting, challenges of reporting, and ways of improved unbiased reporting
  • Brief outline of the importance of reporting, its impact on affected population and assistance organizations, challenges and how those challenges could be addressed
  • Group discussion using a generic case study
1215-1315 Humanitarian Response Mechanisms – Cluster Coordination   Participants understand the way in which the humanitarian community approaches humanitarian crises, both natural disasters and complex emergencies
  • Brief presentation on clusters, humanitarian response mechanisms, including humanitarian reform (approx 15 minutes)
  • Brief presentation on health cluster with practical field experience (10 mnts)
  • Group Work; in groups, participants discuss a given scenario and develop a response according to the cluster system

1430-1530 Humanitarian Response Mechanisms – Cluster Coordination

Participants put the theory of humanitarian response into practice
  • Plenary session presenting and discussing the outcome of the group discussions, lessons learned, etc.
1530 - 1615 Humanitarian Response Mechanisms – Response Tools and Services; Participants gain an overview of the response tools and services available with the UN system and how they could benefit from these tools and services
  • Brief overview of all response tools and services available within the UN system, including humanitarian financing (CERF, ERF, etc)
16:15-16:30 Coffee Break
1630 - 1730 Humanitarian Impact of Climate Change Participants understand the catastrophic impact of climate change and challenges facing international humanitarian organizations
  • Brief presentation on the impact of climate change, in particular its impact on countries of the MENACA region Simulation exercise? Using the same example as previously, as participants to brainstorm about which  mechanism/tools to use in response to the climate change induced disasters such as drought and/or flooding, etc.
